That period of German history post-Kaiser and pre-Adolf.
The Weimar republic had some clever ideas for helping their citizens. Central to this was a 'database' of personal details i.e. name, address, dependants and special needs, like say religion, which would allow the state to deliver a better service. Of course this information would only be used for good ... its not like anyone would use this information to round up and exterminate groups of 'undesirables' like Jews now would they. The idea is unthinkable and no one in the future would ever contemplate that either!
After the Weimar Republic fell ... well, the results we know only too well.
